Temescal Valley Water District (TVWD) is upgrading its water meters and associated technology to allow for a safer, more secure and efficient way to read your meter, improve water conservation, optimize utility operations, and enhance customer service.
As part of TVWD’s commitment to providing its customers with safe, reliable and cost-efficient water services beginning in August 2025 we will be upgrading your water meter as part of a system-wide Advanced Metering Infrastructure (AMI) deployment. These digital meters use a battery-operated wireless technology to send meter read information once per day to the District. This eliminates the need for in-person meter reading and provides important leak detection capabilities.
TVWD has partnered with trained professionals from Concord Utility Services to replace your meter. Installations will be in accordance with meter reading groups, and all old analog meters will be replaced with new digital meters.
Concord Utility Services will be placing these A-frame signs at the entrances & exits of the community they are working in. Please use caution while driving in work zones!

Today’s information technologies, such as cell phones, ATMs, and Wi-Fi, have greatly improved how we live and work. These same technologies are now being used to modernize water systems across the country. Temescal Valley Water District’s (TVWD) Advanced Meter Infrastructure (AMI) enhances water resource management to ensure fiscal and environmental vitality for future generations.
AMI is state-of-the-art metering technology that allows real-time data of your water consumption to be transmitted to TVWD over a secure communication network.
All commercial and residential properties in the TVWD service area will have their meters replaced.
TVWD will begin the pilot phase of installations in early August 2025. District wide meter installations will begin after successful completion of the pilot phase and continue through the end of 2025.

TVWD has partnered with trained professionals from Concord Utility Services (Concord) to replace your water meter. When it is time for your neighborhood to be retrofitted, Concord will be placing signs at the entrances/exits of the community to indicate their technicians are authorized to conduct work at your residence.
Water meters have a limited useful life and eventually require replacement. Most District meters have reached or exceeded this life span. New Advanced Meters will allow for remote readings over a privately licensed Radio Frequency (RF) channel, instead of the manual reading method used today.
Advanced Meters have integrated leak detection that will notify the customer and TVWD when a meter is registering continuous flow, which can often indicate a water leak. Upon project completion customers who have registered online will be able to monitor their water consumption, sign up for alerts, as well as track and trend usage via our web-based customer portal.
To allow for automatic meter readings and maximize system accuracy, all meters will be replaced with new Advanced Meters.
Traditional meters wear down over time, creating the potential for inaccuracies. The new Kamstrup flowIQ® meters have no moving parts and include ultrasonic sensors to register the volume of water flowing through. This method for measuring water flow maintains a high level of accuracy throughout the 20-year life of the new meter. Each Kamstrup meter has a unique identification number which is associated with your location number i.e. service address. Addresses are validated numerous times to ensure accuracy and privacy before the data is used for billing. This process helps ensure you are billed correctly for your water use.

The Advanced Metering Infrastructure (AMI) technology electronically transmits water consumption data through low powered Radio Frequency (RF) to TVWD. This eliminates the need to send meter readers to your property, reducing CO2 emissions which directly reduces TVWD’s carbon footprint. The technology products that TVWD uses for its Advanced Meter project fully comply with U.S. Federal Communications Commission (FCC) guidelines for human exposure to RF energy.
Radio Frequency (RF) describes the energy associated with electromagnetic waves. Any device that utilizes wireless technology produces RF emissions, so we encounter RF emissions daily from many sources. The RF exposure a person might encounter from an Advanced Meter in a typical household setting can be significantly less than RF signals a person may be exposed to from many common electronic devices found within the home.
There are three key factors that contribute to RF exposure from a transmitting device:
a. SIGNAL DURATION: The Advanced Meter communications device turns on for a fraction of a second per day for a total of less than 2 minutes per year. You would need 375 years of constant exposure to an Advanced Meter to receive an RF dose equivalent to one year of daily 15-minute cell phone conversations.
b. RF ENERGY: The RF energy emitted by an Advanced Meter is significantly less than that from common items used every day that emit RF, such as laptops, cell phones, remote car keys, wireless routers, and handheld radios, such as baby monitors.
c. DISTANCE FROM RF SOURCE: Advanced Meters will be located in the same place as the existing water meter. When the Advanced Meter is transmitting, the exposure level is thousands of times lower than the exposure limit set by the FCC.
Radio Frequency – The Bottom Line: Numerous studies conducted on the effects of RF on human health found no evidence that RF emissions from Advanced Meters pose any specific health risk.
Concord Utility Services (Concord) will need access to water meters, typically located in the ground near the curb in front of the house.
* Notification: On the day of installation, a uniformed Concord representative will knock on your door to inform you of the installation and the temporary interruption of water service. You do NOT need to be home during the meter installation.
* Meter Access: Concord will need to access your meter. Please secure pets and ensure there are no obstructions to your meter, such as a parked car.
* Impacts to You: The installation should be completed in approximately 15-30 minutes. Concord will temporarily shut off your water, for up to 30 minutes, while your new meter is being installed.
* Your role: After the installation is complete and tested Concord will leave a door hanger notifying you of the status of their work. It is recommended that you briefly run water throughout your household to flush air out of the line.
* Work Hours: Meter upgrades will take place between 7:30 a.m. and 3 p.m., Monday through Friday.

Water meters are designed to provide accurate readings of the actual water usage throughout their entire useful life. However, 75% of the meters in the District are more than 15 years old and at the end of their functional life. As water meters age, they tend to run slower, pieces may fail or corrode, and they may not measure all of the water going through them.
Therefore, depending on the age and accuracy of your current meter, you may see a change in your bill (e.g. increase or decrease) based on more accurate readings.
Upon project completion, in addition to your water bill, water usage data will be available through your web-based customer portal. If you have not yet registered online, do so now. By registering and providing up to date contact information, you’ll be able to utilize the full benefits available from your new Kamstrup meter.
There is no additional charge to customers for meter installation.
TVWD is committed to safeguarding customer privacy. We take all necessary and reasonable steps to ensure that the services we provide our customers are of high quality, easily available, and secure. Personally identifiable information, such as name, address, bill account number, or credit/collection information is not transmitted to or from the meter.
After your meter has been replaced, simply turn on a water fixture in your home and allow any air to escape. If you have a multi-story home, open a fixture on the upper story.
